Payne developed a unique technique for creating mosaics using up-cycled ceramic mugs, which he would break into small, colorful tiles. The tiles were carefully installed with hand-mixed grouts using repurposed picture frames. Payne’s work frequently depicted local landmarks like the Old Apple Tree, Beacon Rock, and Multnomah Falls.

Payne sold his work at the Vancouver Farmers Market. Payne’s work was exhibited at the former North Bank Artists Gallery and Sixth Street Gallery. Payne gave away artwork to charity auctions, friends, and family. Payne once said that giving away his work brought him joy.

Rev. Linda Marousek of St Paul Lutheran Church was a collector, sharing, “I met Jimmy shortly after I moved to Vancouver in 2006.  I walked past the indoor Farmer’s Market after dark one night, and Jimmy’s mosaic, ‘Thirteen Views of Multnomah Falls,’ just shined out of the darkness in the closed building.  By the time I tracked Jimmy down, he had loaned the piece to a friend, but he went and got it and brought it to my workplace in his van.  He introduced himself as Jimmy Payne, Regional Tile Artist.  I bought the piece and became a fan of Jimmy and his work.”
